The Elf Queen Aldrena and her Fey Court can be said to be neutral, neither recognising any authority over themseves nor seeking conflict with any power.
The Free City of Hatoi, ruled by the dragon Kathen'reskamir, is a neutral power that maintains good relations with Heaven.
Nah-zamir is an empire of slavers, holding all other peoples in contempt. They feel they have the right to bind anyone as a slave.

Travel between the fragments is by sky ships, known in ancient times as spelljammers, or by other arcane and unnatural means. There are transfer portals, the mysterious Boom Tubes, and the hellish Night Roads, to name a few.
